Visio 2013 startup problem "Please wait while Windows configures Microsoft Visio Professional 2013..."

Hello,

I am having a frustrating problem with Visio as it is opening.  It keeps displaying the message that I have in the title about it trying to configure.  I have tried the following:

reg add HKCU\Software\Microsoft\Office\15.0\Visio\Options /v NoReReg /t REG_DWORD /d 1

To manually fix this issue, run 'regedit' and manually change the value of [HKEY_CLASSES_ROOT\.vsd] to Visio.Drawing.11 (if using the Visio client) or VisioViewer.Viewer (if using the Visio Viewer).

secedit /configure /cfg %windir%\inf\defltbase.inf /db defltbase.sdb /verbose

What's strange is the user profile that it was installed under works fine, but any other user that logs onto the computer gets this message every time.  I even tried exporting the entire Current User Office chain from the registry to the other user and that still didn't work

I can get it to work if I create a shortcut and put in a "/noreg" handle at the end of the target, but that doesn't help with opening files.

I have also tried repairing and, when that didnt work, reinstalling. 

I have checked the event viewer before, but it doesn't give any good insight.  It logs about 35 events as it performs it's configuring. Most of them are "Office Software Protection Platform Service" events.  A lot of them say "The Software protection service has successfully installed the license" and "The software protection services has completed the licensing status check". There are a couple of MsiInstaller ones as well saying the configuration completed successfully and that Windows Installer reconfigured the product.

Please help!

hum, I found this worked

The item labeled (Default) in the right window pane.  This worked for me as well, I tried all other fixes but changing Computer\HKEY_CLASSES_ROOT\.vsd  (Default) to Visio.Drawing.11 was what worked

Forgot one other item,  Also had to change:

Computer\HKEY_CLASSES_ROOT\.vsdx (Default) to Visio.Drawing.15

That was set to vsdx_auto_file 

Once I changed both locations then visio 2013 opens without re-running configuration..

change both .vsd and .vsdx

(Default) .vsd needs to be Visio.Drawing.11

(Default) .vsdx needs to be Visio.Drawing.15

This is what worked for me and it drove me nuts trying to figure that out.

I just got done testing KR's and George's methods and both of them did not result in anything helpful. We are now having 3 other users with this issue.

Hi Sir,

Have these machines the previous version of Visio installed? If yes, we may clean the registry keys of previous version of Visio. For example, HKCU\Software\Microsoft\Office\14.0\Visio.

Then, this issue also may be due to the corrupt user profile . Please try to create a new user profile to test.

Hello,

I know for sure one of them had a previous version, but I'm not 100% sure on the rest.  I will double check. 

If that doesn't work, I'm thinking they'll just live with it because recreating the user profile would be more work for them then just dealing with the issue.  I will create a new user profile just to test though.
